The Council is
in the process of preparing a new Local Plan for the borough. Upon
adoption, the new Wigan Borough Local Plan will supersede the saved
policies within both the Wigan Local Plan Core Strategy (2013) and
the Wigan Replacement Unitary Development Plan (2006) and form a
key part of the Development Plan for the borough.
Informed by an emerging evidence base and previous engagement
at the ‘issues and opportunities’ and ‘options
and preferences’ stages in late 2022 and late 2023, an
initial draft of the Local Plan has been prepared for consultation.
It is proposed to consult on the plan for 8 weeks and the outcome
of this consultation will inform the Publication version of the
Local Plan, which will be subject to formal consultation in January
2026, ahead of submission for independent examination in May
2026.

This report is
to authorise the acceptance and plans for the Local Stop Smoking
Support Grant. This is the second year of funding for Local
Authorities which supports plans to create a smokefree generation
by 2030. Part of this plan is for Local Authorities to increase
spend on stop smoking programmes and commissioned services,
targeting populations where smoking prevalence is
highest.
Wigan Council has been notified that it will be awarded a
grant of £440,679 for financial year 2025/26. It is proposed
that funding will be an annual agreement for a further three years
until 2029, however, has not yet been confirmed and allocation not
confirmed. To be eligible to accept the funding, existing spend on
stop smoking services must be ring-fenced, continuing to support
stop smoking programmes and services.

Benefits, Information and Debt Advice Service will support our

linked.
We would like to identify one or multiple organisations to
deliver and sustain a furniture service for crisis furniture
referrals without the reliance of future funding. Delivering a
service through this contract which seeks to be not reliant on
Council funding in the future will form part of the evaluation and
scoring criteria of submissions.

Selective
Licensing schemes require any private landlords operating in a
designated area to obtain a licence in respect of their rental
properties, and demonstrate that they meet required standards in
relation to property safety and compliance. Such schemes are
typically introduced in areas where the local Private Rented Sector
(PRS) is particularly poorly managed, and where there are
associated issues such as poor housing conditions, high levels of
deprivation, ASB and crime.
There are no Selective Licensing Schemes currently in
operation in Wigan. The Council are starting to reconsider the
position on this as part of our wider efforts to improve the
quality and management of the local PRS, and have commenced work on
an options appraisal to determine if Selective Licensing would be
an appropriate measure, and if so, where in the Borough it should
be applied. This report to Cabinet sets out our planned approach to
assessing the need for such for such a scheme, the key
considerations, and potential routes to
implementation.

09/09/2015 - Wigan Works: (Economic Prospectus)
This report will provide an overview of the new Economic Prospectus for the Borough of Wigan, which sets out our ambitions to grow our economy, create jobs and attract investment; to create wealth and prosperity for our people and communities; and to promote Wigan as a key location for employment and for people to make their home.
It is an important time to launch the Prospectus as much is happening in and around Wigan to develop the economic growth of the area. Wigan is one of the 10 local authority areas, which makes up the Greater Manchester City Region and powers and resources are being devolved to Greater Manchester to promote economic growth and the reform of public services. Substantial population, economic and housing growth is predicted to be created over the next 20 years and it is important that Wigan plays a strong role in both contributing to this growth and ensuring that it also takes advantage of it to benefit the Borough.
