This will support wellbeing for people living with dementia and their carers to live well. Focusing on the principles of resilience and independence, strengthening community connections and transforming models of support to divert people away from inappropriate dependence on formal health and social care.
The future contract for this service will be held as an NHS contract by Greater Manchester Integrated Care Wigan Locality
 

The Community Equipment Store supply equipment to prevent Hospital Admission and allow Hospital Discharge, often under incredibly tight deadlines. We also provide equipment to allow people to live independently within their own homes, delivering equipment for Health and Social Care Services.
We require suppliers to deliver equipment reliably and at an economical price for Wigan Residents. To maintain our service of 32% of deliveries being delivered the day of request, we need our supplier of ADL equipment to hold and deliver equipment on time. This allows us to maintain our current level of deliveries. Currently we deliver 90% of equipment prescriptions within 3 working days.

Transport policy statement for young people aged 16-18 in further education, continuing learners aged 19 and those young people aged 19-24 (inclusive) with learning difficulties and/or disabilities.

The Council is in the process of preparing a new Local Plan for the borough. Upon adoption, the new Wigan Borough Local Plan will supersede the saved policies within both the Wigan Local Plan Core Strategy (2013) and the Wigan Replacement Unitary Development Plan (2006) and form a key part of the Development Plan for the borough.
Informed by an emerging evidence base and previous engagement at the ‘issues and opportunities’ and ‘options and preferences’ stages in late 2022 and late 2023, an initial draft of the Local Plan has been prepared for consultation. It is proposed to consult on the plan for 8 weeks and the outcome of this consultation will inform the Publication version of the Local Plan, which will be subject to formal consultation in January 2026, ahead of submission for independent examination in May 2026.

Our Health and Wellbeing Board has a vision for improving health which is at the heart of all partners approach to addressing social, economic and health inequalities. The Healthier Wigan Partnership brings together the main health and care providers in the borough across Primary, Community, Mental Health, Social Care and the hospital to deliver joined up, sustainable health and care services that meet the needs of local residents and improve the population’s health in the longer term.

To achieve our collective ambitions a Consultant in Public Health post has been established which provides public health leadership and expertise to the Healthier Wigan Partnership through an integrated arrangement between Wigan Council and Wigan, Wrightington and Leigh (WWL) Teaching Hospital NHS Foundation Trust.

This decision secures the investment and arrangements for WWL to host this post.

Wigan Council has secured £6.6 million of funding from the Government to transform the heart of Ashton-in-Makerfield, delivering a major programme of investment that will restore the market, introduce greenery and public realm improvements, as well as public art and enhanced shop frontages.

The Room for Dreaming Place Partnership Consortia Project asks for the acceptance of a grant, awarded by Arts Council England, to undertake partner activity (from April 2025 to March 2028), linked to the delivery of Wigan Borough’s Cultural Strategy, The Fire Within – The Forge and wider Progress with Unity aims.

Leigh Sports Village are looking to appoint a single Supplier to provide Growlighting Rigs and variable light spectrum bulbs for their pitch, used for both Rugby and Football. The requirement is for new equipment only, previously used equipment will not be considered.

To seek approval from Cabinet for the adoption of the Holcroft Moss Planning Obligations Joint Supplementary Planning Document (SPD).

Holcroft Moss is a site of ecological value within the Manchester Mosses Special Area of Conservation that is located adjacent to the M62 motorway in Warrington Borough Council’s administrative area.

The joint SPD will cover 9 Greater Manchester districts, including Wigan Borough, and will provide guidance and a robust basis upon which authorities can secure contributions from developers to ensure that the impacts of development on Holcroft Moss are appropriately mitigated.

Undertaking of Cyclical repairs and maintenance work to the housing stock over the next 5 years. Successful Contractors will undertake works on an estate by estate basis following a 5 year programme, with the total number of dwellings to receive works divided over the 5 year period, within the 5 Housing Management areas or Lot.

Wigan Council are undertaking an ambitious programme of works at Haigh Woodland Park and this contract forms part of a wider programme of investment.

Report to Cabinet on the Galleries redevelopment project

Extension to Wigan Council's Building Services Framework.

This report is to authorise the acceptance and plans for the Local Stop Smoking Support Grant. This is the second year of funding for Local Authorities which supports plans to create a smokefree generation by 2030. Part of this plan is for Local Authorities to increase spend on stop smoking programmes and commissioned services, targeting populations where smoking prevalence is highest.
Wigan Council has been notified that it will be awarded a grant of £440,679 for financial year 2025/26. It is proposed that funding will be an annual agreement for a further three years until 2029, however, has not yet been confirmed and allocation not confirmed. To be eligible to accept the funding, existing spend on stop smoking services must be ring-fenced, continuing to support stop smoking programmes and services.

Award of the Electronic Payment Services Contract (facilitates customers paying Council bills in Post Office and Paypoint outlets)

The report notes the acquisition of two properties and proposes to carry out repairs funded through the Homes England Programme to make them available for single homeless individuals.

To seek approval for a new strategy setting out our approach for addressing homelessness and rough sleeping in Wigan – The 3 key objectives of the new Strategy are:

i. Understanding homelessness and playing your part
ii. Increasing access to affordable, safe secure accommodation
iii. Improving outcomes, improving lives

Water Street Car Park’s current opening times are 06:30hrs to 19:00hrs. The NHS currently have contract parking permits for Water Street Car Park. The NHS asked Wigan Council to open Water Street Car Park until 11pm Monday to Friday to accommodate staff that will be displaced due to the closure of Freckleton Street Car Park. Freckleton Street Car Park is being closed by the NHS in order to carry out the building of the multi-storey car park.

Our residents continue to be affected by the Welfare Reform agenda and the rising cost of living, so co-ordination of information and advice is key to responding to the challenging range of issues facing our residents.

The Domestic Relief Furniture Packages provision forms part of Wigan’s wider Welfare Offer and along with the Welfare Benefits, Information and Debt Advice Service will support our codesigned Financial Wellbeing Plan as such they are intrinsically linked.

We would like to identify one or multiple organisations to deliver and sustain a furniture service for crisis furniture referrals without the reliance of future funding. Delivering a service through this contract which seeks to be not reliant on Council funding in the future will form part of the evaluation and scoring criteria of submissions.

Additional grant monies has been allocated to Wigan to enhance existing drug and alcohol treatment services and meet the ambitions of the Government Strategy 'From Harm to Hope'. This report outlines the acceptance of the grant monies and associated contractual arrangements that follow.

Report outlining the individual supplier contracts required to deliver the Gym refurbishment programme at Ashton Leisure Centre.

Selective Licensing schemes require any private landlords operating in a designated area to obtain a licence in respect of their rental properties, and demonstrate that they meet required standards in relation to property safety and compliance. Such schemes are typically introduced in areas where the local Private Rented Sector (PRS) is particularly poorly managed, and where there are associated issues such as poor housing conditions, high levels of deprivation, ASB and crime.

There are no Selective Licensing Schemes currently in operation in Wigan. The Council are starting to reconsider the position on this as part of our wider efforts to improve the quality and management of the local PRS, and have commenced work on an options appraisal to determine if Selective Licensing would be an appropriate measure, and if so, where in the Borough it should be applied. This report to Cabinet sets out our planned approach to assessing the need for such for such a scheme, the key considerations, and potential routes to implementation.
 

Section 4 construction works for the Galleries redevelopment project.

This report provides an update on Sites of Biological Importance (SBI) designations within the borough. SBI’s are subject to a review process by the Greater Manchester Ecology Unit on behalf of the ten councils in Greater Manchester, including Wigan. This update relates to the latest available review which was undertaken in 2021.

Award of Disrepair Contract to enable back log of properties with active disrepair case to be closed off as soon as possible

The purpose of the report is to request that the Director – Place approves a Variation to the franchise agreement between Wigan Council (the Council) and the Hilton Hotel Group (Hilton).

Award of contract to carry out damp and mould remedial works to dwellings identified with damp and mould following a stock condition survey.

A report which will provide an overview of the continuous programme of reform to improve care quality across the borough. It also includes proposals for the 2025/26 fees settlement as part of the wider transformation offer.

The report presents the contract sum and seeks approval to enter contract for the main works for the new homes at Logwood Place, Newtown. A budget and funding update is also given.

To notify Cabinet that the Abram Neighbourhood Plan now forms part of the borough’s development plan for that part of the borough following referendum in January, and that it will be formally ‘made’ by Full Council on 21 May 2025.

To report on the responses following the publication of a statutory notice and representation period on the proposal to permanently enlarge Wood Fold Primary School and ask Cabinet to make a decision on the proposed enlargement.

In the context of an approach that targets the causes of the causes maximising approaches to addressing risk factors and health inequalities we are in the process of implementing a series of actions resulting from an investment review undertaken.

We have considered the revised budget profile and opportunities this presents for investment priorities.

We have set out our commissioning intentions for 25/26, aligned to our Progress with Unity public health transformation plans. This decision will enable us to enact those intentions.
 

This report will provide an overview of the new Economic Prospectus for the Borough of Wigan, which sets out our ambitions to grow our economy, create jobs and attract investment; to create wealth and prosperity for our people and communities; and to promote Wigan as a key location for employment and for people to make their home.

It is an important time to launch the Prospectus as much is happening in and around Wigan to develop the economic growth of the area. Wigan is one of the 10 local authority areas, which makes up the Greater Manchester City Region and powers and resources are being devolved to Greater Manchester to promote economic growth and the reform of public services. Substantial population, economic and housing growth is predicted to be created over the next 20 years and it is important that Wigan plays a strong role in both contributing to this growth and ensuring that it also takes advantage of it to benefit the Borough.
