The Greater Manchester Combined Authority will not replace the 10 local authorities, but will comprise one member from each and takes the work AGMA has achieved to the next level. The membership of the Greater Manchester Combined Authority (GMCA) comprises of the Leaders of the 10 local authorities within Greater Manchester.
